This is actually an intentional part of John Hammond’s fall, as a character.
He actually THOUGHT he had spared no (necessary) expense. He thought he had his bases covered, and that he was on the verge of success. 
Remember, it wasn’t just that Nedry sabotaged the system in the short term. That act was just one of the dominoes that Hammond’s arrogance set up, and they all fell together. Hammond was wrong about his team being able to control the gender of the exhibits, wrong about their ability to predict the behavior of (and thus control) the animals. Hell, he was even wrong about the plants in the lobby! (e.g. “You chose them because they’re pretty, but some of these plants are poisonous”)
This was the central theme of the movie - John Hammond’s incredible vision, AND his incredible hubris, that ultimately caused the whole exercise to come crashing down around him and get several people killed in the process.
IMHO, the ONLY good part of the 2nd movie was near the end. When Ludlow, after aspiring to out-do Hammond for the whole film, realizes that he too has made a colossal mistake of arrogance, and that people are dying, is told my Malcolm: “Now you’re John Hammond.”
